Executive Summary

The accelerating advancement of artificial intelligence has introduced unprecedented security and governance challenges that demand a coordinated global response. Recent developments, including discussions within the United Nations Security Council, have underscored the urgent need to establish international frameworks to manage the risks posed by AI systems. Despite its technological gap with the superpowers, the United Kingdom possesses unique capabilities to shape global AI governance. These include leading technical expertise embodied in the AI Safety Institute (AISI), proactive diplomacy, and proven experience in balancing innovation with regulatory oversight. Nonetheless, infrastructural dependencies and structural constraints present significant hurdles to London’s ability to project independent influence. To overcome these challenges, the UK must focus on strengthening domestic institutions such as the AI Safety Institute, deepening bilateral technical cooperation—most notably with the United States, Germany, and Australia—and prioritizing standardized protocols for safety evaluation and testing. This pragmatic approach will enable Britain to play a pivotal role in steering the safe and responsible development of artificial intelligence.
